I interpeted this as actually being Ood Sigma, a simple case of a Mysterious Enigmatic Alien being mysterious and enigmatic, by travelling back 2000 years to glare at the Doctor.
Blum reckons it's all in the Doctor's head; the alteration he's made to the timeline is playing havoc with his time-senses and driving him mad. Not crazy-with-power like he was when he was ranting about being Time Lord Victorious, but actually unable-to-function-properly deranged.
Or to quote Blum "He didn't break the Laws of Time. They broke him".
