You know those General Election campiagns that start the year before the election, and seem to go on forever? There's none of that in the Whoniverse, because there's never an organised General Election. Prime Ministers never serve a full term, they just lose the job (and possibly their lives) in alien invasions.

2006 Unnamed PM, probably Tony Blair, killed by the Slitheen along with the whole cabinet. Succeeded by Harriet Jones, apparently just because she took charge of things.
2007 Harriet Jones loses her position because she looks tired. Succeeded by unknown.
2008 Unknown PM succeeded by Harold Saxon in undisclosed circumstances, despite him not being a member of any political party. (This does appear to be a General Election, but is clearly a very unusual one.)
2008 Harold Saxon killed by Lucy Saxon during the Toclafane invasion. Succeeded by Brian Green.
2009 Brian Green implicated in 456 event. Presumably succeeded by whoever's PM in Miracle Day, and how long are they going to last now?

Harold Saxon was either Secretary of State for Defence or Home Secretary during The Runaway Bride since he had the authority to order tanks in central London to fire on the Racnoss ship, and had enough control of the MI5-analogue during the Martha season to order secret service agents around.

I got the impression he joined whatever political party was in power (possibly via a by-election) and then built up a personality-cult to allow him to form a coalition of cannon-fodder to become PM. Which certainly sounds complicated enough to be one of the Master's plans

That makes sense. And presumably the "VOTE SAXON" posters are shorthand for "Vote for whoever supports Saxon, regardless of party".

Yeah think of it as the ballots/campaign material being the same as the "SNP: Alex Salmond For First Minister" stuff the Scottish National Party ran, only more UK wide.

I'd like to point out that for some twisted reason this theory has now made me more likely to vote SNP next time....that ain't right.

Oh, and apparently in the late 1970s the Labour Party provided the UK with its first female PM in Barbara Castle, according to the Brigadier. Of course that just brings in the huge UNIT dating controversy, so lets not go there.
