Fixed. Although I'm not sure if it was the quote marks or the hyphens that were the problem; I got rid of both to be on the safe side...

It's the hyphens: it's an "lj" tag with the attribute "user", not an "lj-user" tag - never mind that the latter would arguably make more sense. You can use quote marks or not, and it makes no difference to the outcome.
