I think we can safely discount Penfold and Baldrick succeeding in anything without their other halves. The Shalka Master might do better, but can't leave the TARDIS. So the world's under Reg Shoe's control.

Animal and Elias Vaughn.
Oh good grief. Um... The Electric Mayhem are playing a gig in Quark's, when Lwaxana Troi visits the station and suffers a relapse of Zanthi fever, again causing random people to fall in love.
Which character on the list would you most want on your side in a zombie invasion?
Reg, obviously. He'll politicise the other zombies into also being on my side.
Why does six dislike seven?
Jonathan Creek and the Laird.
He suspects him of being behind pretty much every crime that's ever occured in the Glen. Unfortunately, no-one in the Glen understands his explanations, however much he simplifies them. Some of them are based on such abstruse concepts as "You all saw him!"
Two, four and eleven go on holiday. Who loses their luggage, who loses themselves, and who has unfinished business that shows up to interrupt their relaxation?
Mr Gently Benevolent, Reg Shoe, and Kate Reed.
Mr Benevolent loses his luggage. It gets confiscated for containing bizarre steampunk weapons, and destroyed in a controlled explosion. Which unleashes an Evilifying Gas, as part of his masterplan. Reg loses himself. Well, bits of himself; he got confused by the sign saying "Hand luggage must be stored in the overhead compartment". And Kate is the one with unfinished business. They really shouldn't have gone to Romania...

Um ... Reg is firmly convinced Animal is some form of undead, just not any kind he's familiar with. And he keeps the beat very well at the protest marches. Animal, meanwhile, appeciates having a partner who doesn't mind if he accidentally bites their arm off.
Nine has a cuddly toy that s/he lost when they were a kid, how do they react to find it again as an adult?

He never really grew up, so he's absolutely delighted.
One and Fourteen find themselves locked in a room for ten hours, how do they react?

The room would, of course, be the TARDIS console room, since that's where Shalka Master is. And since he's stuck there whether the door's locked or not, he remains dispassionate about the situation, mostly making acerbic comments about the mess Vaughn is making as he tries to jury-rig the door controls. By the end of it, Vaughn seriously wishes it was possible to strangle an android.
Thirteen, Three, and Eight watch an Episode of "My Name is Earl", how well do they take the show's message.
Rob Anybody, Kyle, and Idris.
Rob approves of the karma concept, but thinks Earl got it the wrong way round. Kyle appreciates the idea of some ordinary bloke learning to become one of the good guys. And Idris has to have it explained to her that the flashbacks are happening in the show, and it's not her memory working the wrong way again.
(Disclaimer: I don't actually watch My Name Is Earl myself, so this is based on my own understanding of the show's premise.)
Six loses a game of golf to twelve, how do both of them act?
Jonathan Creek to Sophia Rivers.
Sophia is pleased and excited (but not gloating ... much), while Jonathan tries to take it philosophically. Although he does suggest that maybe if she hadn't kept instinctively fetching his ball, things would have been different.

Ollie, being Ollie, books a table at the poshest restaurant in Metropolis. Baldrick, all dolled up to look vaguely human, attempts to order Turnip Surprise, only to be left with a highly contemptious waiter when Watchtower calls Green Arrow into action.
Three and Four go to the cinema. What do they see?

Kyle's smart enough not to suggest a zombie flick, since Reg views them as offensive viltalist propaganda. Probably an action movie (for Kyle) with a political subtext (for Reg).
3 and 4 go into business together. What do they do, and what problems might come up?

Well, since it's Kyle, probably producing some sort of artwork. Maybe making signs for demos? The problem would be that, if Reg approved of the cause, he'd want to give the signs for free, and if he didn't approve, he wouldn't want to make the signs at all. Kyle would sympathise with this viewpoint, but point out that one of them actually needs to eat.

Ooh, that's an interesting one. At first glance you might think they're fairly evenly matched. Mr Benevolent is a steampunk supervillain with a talent for imprisoning people, but Jonathan is a genius detective/magician. Unfortunately, he's not an escapologist, and ISTR that on the one occasion he was captured by the baddies ("The Tailor's Dummy"), he was stuck there until someone came to rescue him. Then again, being a Victorian, it won't have occured to Mr Benevolent to confiscate his mobile phone, so Jonathan can call for help while Mr Benevolent is stil on Stage 1(c) of whatever evil plan he's up to.
15 spies on 3 and 12. What is he/she hoping to find out?

Could be anything really. The way to the lavatory, the location of a giant turnip, what one plus one makes... Spying on Sophia and Kyle wouldn't actually help him find out any of those things, but Baldrick's thought processes are not as ours.

In the belief that Vaughn doesn't know his Starfleet Intelligence career was morally murky, and will have the scales lifted from his eyes and become a new man. All this will actually succeed in doing, of course, is getting Vaughn seriously urinated off.
Eight found a pony. Now what?

Oh, I think Idris would love a pony. She'd probably call it Arthur, since the Doctor says that's a good name for a horse. The Doctor would have his work cut out convincing her that they need to find out where it came from, and return it.
If they can't, I don't think she'd be a very responsible owner, though. She'd mean well, but keep getting distracted.
