I think when they tried to introduce a version of Cat Grant previously the fanbase really hated her and she didn't have the dramatic potential they hoped for, so they tried again. Making a version who could be the anti-Lois actually could work a lot better and why bother dreaming up a new character when you can reuse (and rehabilitate) a comic concept. It isn't like people in the real world don't share names.
About Carter, is it just my fan myopia showing or did a lot of the ways he was shot seem to echo Daniel Jackson in SG1?
The costume, I can come up with a Watsonian explanation for it. Clark has been leaving his big "S" shield burnt all over the place, and thanks to Lois he has a fanbase as The Blur. What does a public domain character with a fanbase equal? Rights free Merchandising!
