Looking at the kids' Battles In Time cards.

Who came up with the statistics? To give one example that leaps out at me, Mother Bloodtide has a Ruthlessness of 350 ... the Empty Child has one of 700! Did the card compiler find "The Empty Child" so scary he skipped "The Doctor Dances"?
